Business Investor Visa

The government of New Zealand has unveiled a new Business Investor Visa, designed to attract international entrepreneurs and investors — including applicants from Pakistan — who are looking to establish and operate businesses in the country.

Replacing Old Visa Scheme

The new visa, which will officially open for applications in November 2025, replaces the Entrepreneur Work Visa, which has now been closed to new applications. However, holders of the old visa will still be permitted to renew or apply for permanent residency under the previous framework.

Two Investment Pathways

Under the new scheme, investors will be able to choose between two main investment routes:

  • Work-to-Residence Pathway (3 Years): Applicants investing NZ$1 million (approx. Rs180 million) into an existing New Zealand business will qualify for a three-year work-to-residence route.
  • Fast-Track Residence (12 Months): Applicants committing NZ$2 million (approx. Rs360 million) will be eligible for permanent residency in as little as 12 months.

For Pakistani applicants, eligibility extends to either purchasing a business outright or acquiring at least 25% ownership in an existing enterprise, as long as the minimum investment thresholds are met.

Visa Validity and Costs

The Business Investor Visa will be valid for up to four years. The application fee is set at NZ$12,380 (around Rs2.2 million), inclusive of charges and levies.

Successful applicants will also be permitted to bring their spouses and dependent children, making it an attractive option for families seeking relocation.

Eligibility Criteria for Pakistani Investors

To qualify, applicants from Pakistan must meet the following requirements:

  • Be 55 years of age or younger
  • Provide proof of English proficiency (e.g., IELTS 5.0 or equivalent)
  • Demonstrate at least NZ$500,000 (approx. Rs90 million) in available funds for personal and family support during the business setup phase
  • Show evidence of prior business experience
  • Pass standard health and character checks
  • Commit to creating local jobs by employing a minimum of five full-time workers

Restricted Business Categories

Certain businesses will be excluded under this visa category, including:

  • Drop-shipping operations
  • Gambling ventures
  • Tobacco and vaping production
  • Adult entertainment businesses
  • Corner shops and discount outlets
  • Immigration consultancy firms
  • Fast food chains and franchises
  • Home-based businesses

Strengthening New Zealand’s Economy

Officials stated that the Business Investor Visa is part of broader immigration reforms aimed at boosting New Zealand’s economy through skilled global investors.

The programme will operate in parallel with the existing Active Investor Plus Visa, with additional details and comparisons between the two schemes scheduled for release in October 2025.

The initiative is being hailed as a significant opportunity for Pakistani investors, offering clear pathways to residency while encouraging business development and local job creation in New Zealand.
