A new 10-point security advisory has been issued for all public and private schools across the Rawalpindi division following the recent suicide attack at the Islamabad district courts and an overall surge in security threats.
The Punjab government has also approved the recruitment of 30,000 retired military and police personnel on daily wages to strengthen security across the province. The Education Department has directed district and tehsil education officers to immediately hire retired personnel as security guards for schools and colleges.
It has also ordered all institutions to raise boundary walls to eight feet and add two additional feet of barbed wire. The circular requires schools to install modern CCTV cameras at gates, grounds, rooftops, and corridors.
Each campus must maintain a UPS with a heavy-duty battery for backup and set up a control room with emergency contact numbers, supervised by a focal person throughout school hours.
Metal detectors and walk-through gates are now mandatory. Visitor registers at main gates must record names and CNIC numbers of all entrants. Schools must also display rescue training and anti-terror preparedness guidelines.
Strict monitoring will take place across the division. Assistant district education officers will inspect two schools daily in each tehsil, while district education officers and chief executive officers will also inspect two institutions each day.
Officials who fail to submit reports will face action, and school heads who do not comply with security measures will face disciplinary consequences. Students will not be allowed to leave campus during breaks, and outsiders will not be permitted to enter school premises.
