Punjab Chief Minister Mariyam Nawaz has announced an extension for the Honhaar Merit-Based Scholarship Program, setting a new application deadline of October 26, 2025.

The decision comes in light of the recent floods that disrupted educational activities across multiple districts, making it difficult for students to complete their applications on time.

Relief for Students Affected by Floods

According to the Punjab Higher Education Commission (PHEC), the move reflects the provincial government’s commitment to reducing the financial burden on parents while ensuring that deserving students can pursue higher education without interruptions.

Officials added that the scholarship scheme is designed to safeguard the academic journey of talented students during times of natural calamities, enabling them to remain focused on their studies despite economic or environmental challenges.

Scale of the Scholarship Program

Under the Honhaar Merit-Based Scholarship Program, the Punjab government has announced 30,000 fully funded scholarships for undergraduate students across the province.

These scholarships will cover 100% tuition fees at public sector universities and colleges. Special priority is being given to students from low-income households, particularly those whose families were directly affected by the floods.

Eligibility Criteria

To qualify for the program, students must meet the following conditions:

  • Possess a Punjab domicile (with limited seats available for students from other provinces enrolled in selected institutions).

  • Belong to families with a monthly household income under Rs. 300,000–350,000.

  • Have secured at least 60–70% marks in FA, FSc, ICS, or equivalent intermediate examinations.

  • Be currently enrolled in a public sector college or university in Punjab.

  • Not already be receiving a similar fully funded merit-based or need-based scholarship.

For degree programs like medicine and dentistry, only students from 2nd to 5th year are eligible. Semester-based eligibility applies to other disciplines as per program guidelines.

Application Process

The application process is completely online through the PHEC Honhaar Scholarship Portal. Students are required to:

  1. Register using a valid CNIC, mobile number, and email address.

  2. Fill out the online application form with personal, academic, and financial details.

  3. Upload required documents, including:

    • CNIC or B-Form

    • Academic transcripts and certificates

    • Admission proof/enrollment verification

    • Income certificate or financial need affidavit

  4. Submit the completed application before October 26, 2025.

The PHEC has strictly clarified that paper-based submissions will not be accepted. Students are also advised to apply well before the deadline to avoid last-minute technical glitches and ensure smooth verification of their documents.
