SCO 2025

The Shanghai Cooperation Organization (SCO) Summit 2025, held from August 31 to September 1 in Tianjin, has marked a decisive shift from dialogue to practical implementation. The summit emphasized digital integration and technological collaboration as central pillars for ensuring security, economic growth, and regional connectivity across Eurasia.

A key highlight was the recognition of the China–Pakistan Economic Corridor (CPEC) as a model initiative, now evolving beyond its original scope of roads and ports into a comprehensive Digital Silk Road. This transformation is aligned with SCO’s 2025 agenda, focusing on data sovereignty, AI-powered trade, and inclusive digital growth.

Pakistan–China Partnership Driving Digital Connectivity

The deepening strategic partnership between Pakistan and China was presented as a cornerstone of this vision. Through CPEC, Pakistan is accelerating its digital transformation, with projects such as AI-driven logistics hubs, e-commerce integration, and advanced data connectivity platforms.

This progress is not solely government-led; it is being reinforced by private-sector players such as Zong (China Mobile Pakistan), which has been a leading enabler of Pakistan’s digital inclusion and broadband expansion.

CPEC as a Blueprint for SCO’s Digital Agenda

CPEC is being repositioned as a tangible and operational framework for the SCO’s broader connectivity and digital priorities. Its transformation into a Digital Silk Road is materializing through foundational projects, including:

  • Pakistan–China Fiber Optic Project – an 820 km high-capacity cable linking Khunjerab Pass to Rawalpindi, acting as a secure, high-speed backbone for customs automation, paperless trade, cloud services, and telemedicine.
  • Advanced Data Centers in Islamabad – ensuring data sovereignty, cybersecurity, and cloud preparedness, critical for 5G and next-generation digital services.

These initiatives directly contribute to SCO’s regional goals of trade facilitation, cross-border data flow, and people-to-people connectivity.

Zong’s Role in Digital Transformation

As a subsidiary of China Mobile, Zong is actively expanding its mobile broadband and cloud solutions across Pakistan, reaching both urban centers and remote areas. Its investments in cloud infrastructure, certified data centers, and 5G readiness align closely with Pakistan’s digitalization strategy and SCO’s integration roadmap.

Through these efforts, Zong is demonstrating how enterprise-led innovation complements state-led cooperation, strengthening the digital backbone of the SCO region.

Human-Centered Impact

While the technological advancements are impressive, the summit emphasized that the true measure of success lies in human impact.

  • Entrepreneurs are gaining access to global digital markets.
  • Students from Gilgit to Gwadar now have enhanced access to world-class e-learning platforms.
  • Rural communities are benefitting from telemedicine and AI-powered diagnostics, reducing healthcare gaps.

These digital corridors are driving inclusive growth, resilience, and societal transformation, in direct alignment with SCO’s broader vision of shared prosperity.

A Regional Blueprint for the Future

The SCO Tianjin Summit 2025 showcased how CPEC’s Digital Silk Road provides a replicable model for Eurasian digital integration. By combining shared infrastructure, private-sector innovation, and strategic cooperation, the Pakistan–China partnership is not only advancing bilateral ties but also reinforcing the SCO’s mission of building a resilient, intelligent, and interconnected region for the digital era.

As a flagship overseas subsidiary of China Mobile, Zong’s leadership in enabling Pakistan’s digital inclusion underscores the enduring strength of Pakistan–China friendship, now firmly rooted in the digital age.
